IfG.Transfer - Strategy Development

An effective eGovernment strategy is indispensable for the successful implementation of ICT-based solutions. IfG.Transfer develops eGovernment strategies for public administration and government, carries out demand and potential analyses and develops possible paths of modernization. On this basis, concrete objectives are then set, action plans developed, and the creation, change or adaption of relevant institutions is proposed.

Important elements of a strategy may include the following:

Networked administration:
Development of networked service structures across organizational boundaries with the objective of bundling services in shared service centers or at the interface to the citizen.

Bureaucracy reduction:
Development of approaches to reduce bureaucracy through eGovernment, in particular the development of process chains between businesses and public administration to reduce administrative burdens.

ICT in regions:
Development of e-service portfolios for regions in order to improve quality of life and economic development. In particular, methods for the selection and management of cross-sectoral e-services in the areas of education, health, transportation, and work are used.

ICT4D (Information and Communication Technology for Development):
Development of e-strategies adapted to the problems and framework conditions of developing countries, in particular in regard to poverty reduction and good governance.

Shared service centers:
Development of strategies and concepts for the implementation of local and central shared service centers, in particular in the areas of IT service providers, personnel, and financial services.

Innovation agencies:
Development of strategies and implementation proposals for the institutionalisation of innovation processes through the creation of so-called innovation agencies which act as regional brokers, project managers and innovation drivers.
